Chief Inspector welcomes proposed amendments to the Victims and Prisoners Bill
I agree with the emerging consensus that there is a need to act on the ongoing, troubling legacy of the IPP (imprisonment for public protection) sentence and welcome the proposed amendments to the Victims and Prisoners Bill which seek to remedy some of the concerns about its impact.
Our 2023 thematic inspection on the recall of IPP prisoners found that whilst the majority of those recall decisions were appropriate, there was often a lack of support for IPPs in the community and that IPPs experienced a sense of hopelessness and despair about their future.
The proposed measures represent prudent steps to tackle these issues to find a way forward, balancing the need to protect the public.
